- It is unlawful and a violation of this chapter for any person to erect, construct, paint, alter, relocate, reconstruct, display, or maintain or cause to be erected, constructed, displayed or maintained within the incorporated limits of the city any sign, unless otherwise exempt, without first having obtained a permit from the city.
