- It is unlawful for any person to erect, place or use within the city, when visible from any public way, any of the following signs: snipe signs; a sign which contains any moving, flashing, animated lights, visible moving or moveable parts, or giving the appearance of animation; roof signs; any sign which emits a sound, odor or visible matter; any sign which obstructs free ingress to or egress from a required door, window, fire escape or other required exit way; any sign and/or sign structure which obstructs the view of, may be confused with, or purposed to be a governmental or traffic directional/safety sign; any sign or sign structure, other than freestanding, which extends above the parapet or building roofline against which the sign is located; signs using the words 'stop,' 'danger' or any other word, phrase, symbol or character in a manner that misleads, confuses or distracts a vehicle driver; moving message signs; except as otherwise provided, no sign, whether temporary or permanent, except by a public agency, is permitted within any street or highway right-of-way; signs painted on or attached to trees, fence posts, rocks or other natural features, telephone or utility poles or painted on the roofs of buildings visible from any public way; abandoned or dilapidated signs; any sign which exhibits statements, words or pictures of obscene or pornographic subjects or material; portable signs; inflatable signs; finger or pennant streamers; paper signs or paper advertising on the exterior of building or on the interior of a window or door, or within three feet of a window or door, so as to be visible from the outside; a vehicle sign, when the vehicle is not regularly used in the conduct of the business or activity advertised on the vehicle, and is visible from a public right-of-way. A vehicle shall not be considered as regularly used in the conduct of the business or activity if the vehicle is used primarily for advertising, or for the purpose of advertising.
