## Prohibited signs in Chicago

- The following are prohibited in all zoning districts: strobe lights; roof signs (except those allowed as high-rise building signs); abandoned sign structures; dangerous signs; portable electric signs; signs attached to or painted on a parked motor vehicle or trailer if visible from the public right-of-way unless the vehicle or trailer is used in the normal day-to-day operations of the business; signs that imitate or resemble official traffic lights, signs or signals or interfere with their effectiveness; signs (including city digital signs) that focus or flash a beam of light into the eyes of a driver of a motor vehicle upon a right-of-way within 200 feet from such sign; signs erected, constructed or structurally altered without a required permit; signs attached, erected, maintained or installed on a fence located on or near the perimeter of any surface parking lot; video display signs except as provided for sports stadiums or convention centers.
- No person shall place, maintain, or display upon or in view of any public way any unauthorized sign, signal, marking, or device which purports to be or is an imitation of official traffic-control devices, or which hides/interferes with their effectiveness, or bears commercial advertising.
- No person shall post, stick, stamp, tack, paint, or otherwise fix any notice, placard, bill, handbill, sign, poster, card advertisement, or other device upon any building, wall, or window without obtaining written consent of the owner, agent, lessee, or occupant.
- It is unlawful to erect any sign on the surface of a privately owned walkway or parking lot made available for public use and access if the placement of such sign obstructs the use and creates a public safety hazard.
- Except where specifically permitted, no person shall place, install, or knowingly maintain on the public way any sign or structure/device to which such a sign is affixed.
- It is unlawful for any person to own, maintain, erect, install, alter, repair, or enlarge any sign or associated sign structure without a valid permit unless specifically exempted.
- Improperly secured/affixed exterior business signs (e.g., with tape, string, or staples) are prohibited.
- Signs may not obstruct or be attached to any part of a fire escape.
- Signs covering windows used for required natural light or ventilation are not approved without special permission.

## Signs exempt from permit in Chicago

- Any official sign, public notice sign or warning sign required by valid and applicable federal, state, or local law, regulation, ordinance, or court order is exempt from zoning regulation.
- Any sign that is inside a building and is legible only from the lot on which it is located and is not legible from the public way or adjoining lot is exempt from zoning regulation and permit requirements.
- Any sign inside an athletic field or other enclosed outdoor space, where the sign is not legible beyond the property line of the lot on which it is located, is exempt from zoning regulation.
- Works of art with no commercial message are exempt from zoning regulation.
- Holiday decorations with no commercial message are exempt from zoning regulation.
- City digital signs are exempt from zoning regulation under Section 17-12-0506, except they remain subject to regulations in Titles 17, 10, and 13 that expressly refer to and regulate city digital signs.
- A single fast-track business sign (on-premise, ground floor interior window, ≤16 sq ft, non-dynamic, non-flashing, not over public way, etc.) per business is allowed without a sign permit (but still must comply with other requirements).
- On-premise signs constructed of paper, fabric, vinyl, or similar material and attached to a window for no more than 60 days, or painted/adhered to a window with total area ≤25% of window glazing area (with conditions), do not require a sign permit.
- Art murals with no commercial message in the mural are exempt from sign permit requirements, subject to certain conditions.
- Signage contained in a signage matrix approved by the City Council within certain planned developments (e.g., sports stadium/exhibition centers) does not require a separate sign permit but is subject to general building permit requirements.
- Incidental signs that meet specified standards (≤6 sq ft, height limitations) are allowed in all districts and are not counted against total sign area.
