## Prohibited signs in Baltimore

- No sign may be erected, relocated, or structurally altered unless in accordance with this Code. (§17-201(a))
- All signs are subject to the location, height, quantity, and dimensional requirements of Table 17-201: Sign Regulations and as otherwise stated in Title 17. A sign is allowed within a zoning district only if Table 17-201 expressly lists that sign type as allowed within that zoning district and the sign complies with all other requirements of this title applicable to that sign type. (§17-201(b))
- All signs must comply with the placement restrictions of the Baltimore City Building Code, Appendix H {Signs}. (§17-202(a))
- No sign mounted on the exterior or interior of a building may cover any part of a window, door, or prominent architectural feature unless otherwise expressly allowed in Article 32. (§17-202(b)(1))
- All sign structural design and construction, including supports, must comply with the City Building, Fire, and Related Codes. (§17-204(a))
- Supports and braces for signs must be an integral part of the sign design and must be hidden from public view to the extent technically feasible, unless intended as a decorative part of the sign design. (§17-204(b))
- All letters, figures, characters, or representations maintained in conjunction with, attached to, or superimposed on any sign must be safely and securely built or attached to the sign structure. (§17-204(c))
- All exterior lighting intended to illuminate a sign must concentrate illumination on the area of the sign and be designed, located, shielded, and directed to minimize glare on streets and adjacent properties and to minimize distraction of motorists or pedestrians. (§17-204(d)(3)-(4))
- The total cumulative square feet of all signs on a lot may not exceed the amounts specified in Table 17-306: Maximum Cumulative Area of Signs, except as allowed in an approved Signage Plan for an Area of Special Signage Control. (§17-306)
- Any sign required by the City Building, Fire, and Related Codes that is over 2 square feet is subject to all applicable rules of Title 17, Table 17-201, and Table 17-306. (§17-309(b)(2))
- All signs and the premises surrounding them must be maintained in a clean and sanitary condition, free of noxious substances, rubbish, and weeds; all unused sign hardware or wiring must be removed. (§17-205(a))
- If the Building Official finds that any sign is unsafe, insecure, or constructed, erected, or maintained in violation of Title 17, the Official may order correction and, if not cured, the City may remove the sign at the permit holder’s or property owner’s expense; if the sign is an immediate peril, the City may remove it summarily and without notice. - No inflatable promotional device may exceed 15 feet in height or the height of the principal building to which it relates, whichever is lower, and no inflatable promotional device may be mounted on the roof of a structure. (§17-403(b)(5))
- No person may place any sign, poster, placard, device, graphic display, or other item that advertises alcoholic beverages or cigarettes in any publicly visible location, including any outdoor billboard, side of a building, or freestanding sign, except as specifically allowed for licensed premises, temporary licenses, certain Areas of Special Signage Control, Maryland Stadium Authority property, limited identification signs at licensed premises, and billboards meeting distance requirements. (§17-402(a), (b))
- Any billboard that advertises alcoholic beverages must be located at least 500 linear feet from established and conspicuously identified elementary or secondary schools, places of worship, or public playgrounds. (§17-402(b)(4))
- Except as otherwise specifically provided, the erection, conversion, placement, or construction of new billboards, static or digital, is prohibited. (§17-406(a)(1))
- No billboard may have audio speakers or any audio component. (§17-406(a)(2))
- Existing non-digital billboards may only be converted to digital if they comply with the detailed removal, size, location, brightness, animation, and tax-payment conditions listed in §17-406(d), and may not be converted if attached to or mounted as specified in §17-406(e) (buildings or poles 35 feet or less, or within 250 feet of a residential district). - No sign may have or consist of any moving, rotating, or animated part or any flashing, blinking, fluctuating, or animated light, except on electronic signs and barber poles or similar rotating graphics. (§17-410)
- No sign may display matter whose dominant theme appeals to a prurient interest in sex, is patently offensive under contemporary community standards regarding sexual matters, and is utterly without redeeming social value. (§17-411)

- Awning and canopy signs: back-lit box and plastic awnings and canopies are prohibited; frames and supports may not be wood or plastics; messages or graphics on the top surface of any awning or canopy may not exceed 25% of that surface area. (§17-404(c)-(d))

## Signs exempt from permit in Baltimore

- Non-obscene wording and non-obscene graphics on table umbrellas are not governed by Title 17. (§17-201(c))
- Any sign that is required by the City Building, Fire, and Related Codes and that is 2 square feet or less does not count toward the allowable maximum quantity of signs, the maximum area per sign, or the maximum cumulative area of signage on a lot. (§17-309(b)(1))
- Changing the copy or message on an existing changeable copy sign, whether illuminated or non‑illuminated, is allowed (with any required permits) as long as there is no increase in sign dimensions or change in structure. (§17-205(b)(1))
- Painting, repainting, cleaning, changing allowed items of information, and other normal maintenance and repair of a sign (including replacement of lights and sign face) are allowed (with any required permits) if they do not involve structural changes or changes in size. (§17-205(b)(2))
- Refacing an existing sign is allowed (with any required permits) unless the sign is in an Historical and Architectural Preservation District or on a Landmark/Special List: Exteriors, in which case CHAP review is required. (§17-205(b)(3))

## Sign plan & submission notes

- The total cumulative area limits in Table 17-306 may be exceeded only as allowed in an approved Signage Plan for an Area of Special Signage Control; within such an area, the applicable column of Table 17-306 depends on the largest electronic sign category proposed for the property. - Areas of Special Signage Control (ASSC) may only be designated in the C-1, C-1-E, C-1-VC, C-2, C-3, C-4, C-5, IMU-1, IMU-2, OR, TOD districts, and the entire PC district is by default an ASSC unless its boundaries are amended. (§17-502)
- Designation of an Area of Special Signage Control requires approval by ordinance of the Mayor and City Council, following the legislative procedures of Title 5, Subtitle 5, with special notice content requirements and Planning Commission review. (§17-503(a)-(b))
