- No illumination involving movement or causing the illusion of movement by reason of the lighting arrangement or other devices shall be permitted which cause confusion or a hazard to traffic or conflict with traffic control signs or lights.
- No sign may be animated by means of a flashing, scintillating, blinking, or traveling lights or any other means not providing constant illumination.
- In no event shall an illuminated sign or lighting device be placed or directed so as to permit the beams and illumination therefrom to be directed or beamed upon a public thoroughfare, highway, sidewalk, or adjacent premises so as to cause glare or reflection that may constitute a traffic hazard or nuisance.
