- Outdoor advertising displays are expressly prohibited in all zones except commercial, manufacturing, industrial, and public right-of-way zones as specified.
- No outdoor advertising display shall be affixed on or over the roof of any building, or affixed to the wall of a building so that it projects above the parapet of the building.
- No outdoor advertising display shall move or rotate, nor have moving or rotating parts, propellers, flags, or other noise creating devices, nor architectural embellishments that use mechanical or natural forces for motion.
- No daylight reflective materials or electronic message boards with flashing, intermittent, or moving lights, except for specific permitted uses.
- No person shall place, use, maintain, or allow a mobile vehicle, trailer, or other advertising display not permanently affixed to the ground to be used as (outdoor) advertising display.
- No outdoor advertising display shall be erected within the boundary of any significant resource as defined in the ordinance.
- No display may create a traffic hazard or impair the line of sight for vehicle operators.
- No outdoor advertising display shall be without identification of the owner and the city on the display face, visible from the highway.
- No person shall violate any provision of this chapter or fail to comply with any provision.
- No person shall cause or allow the parking or standing of a mobile billboard advertising display on any public street, highway, sidewalk, right-of-way, or public lands.
- No person shall advertise or market cannabis, cannabis products, alcoholic beverages, or tobacco products on an outdoor advertising display in a manner intended to encourage underage consumption or within one thousand (1,000) feet of a day care center, K-12 school, playground, or youth center.
