- It shall be unlawful for any person to manufacture, sell or offer for sale at wholesale or retail any alcoholic beverages within the city without first having complied with the provisions of this chapter.
- No alcoholic beverage license shall be granted for, and no person knowingly and intentionally may sell or offer to sell: (a) Distilled spirits or fortified wines in or within 100 yards of any church or day care facility licensed as such by the State of Georgia or within 200 yards of any school building, educational building, school grounds, college campus, or public recreation facility; (b) Wine or malt beverages within 100 yards of any day care facility licensed as such, church, school building, school grounds, or college campus (with limited exceptions); (c) Any location within 100 feet of residentially zoned property (with certain exceptions).
- No license shall be issued to any elected official or employee of the city, or their spouse or children under the age of 21 years, nor shall such person have any interest in any license to sell alcoholic beverages during the tenure of such official or employee with the city.
- No person who has any direct financial interest in a license for the sale of alcoholic beverages at wholesale shall hold any other license or have an interest in any other license issued under the terms of this article.
- No licensee shall permit the sale of alcoholic beverages on any day or during any time of day when such sales are prohibited by state law.
- It shall be unlawful for any person to drink any intoxicating beverage in any street or sidewalk within the city.
- It shall be unlawful to possess any intoxicating beverage within any public park or on the premises of any publicly owned recreation center within the city.
- It shall be unlawful for any person to drink any intoxicating beverages on the outside of any commercial establishment on the property thereof.
- It shall be unlawful for any person to possess an open container of any intoxicating beverage while operating a vehicle on the public streets, rights-of-way or other public property in the city or while a passenger in or on a vehicle being operated on public streets, rights-of-way or public properties in the city.
- It shall be unlawful for any license holder, agent, or employee to sell to any underage person.
- It shall be unlawful to sell or furnish intoxicating beverages to any visibly intoxicated person or to any person known by the licensee or their employees to be a habitual drunkard, or to any person known to such licensee to be of unsound mind.
- No retail dealer in spirituous liquors by the package shall permit in their business any coin-operated machine except for dispensing tobacco products.

- Exceptions to age restrictions for possession of alcohol apply for medical purposes by prescription, at a religious ceremony, or in the home of a parent or guardian when the parent/guardian is present, and presents the alcohol to the under-21 person.
