- Animated signs, or signs blinking, flashing, or emitting varying intensity of color or light, are prohibited.
- Moving, revolving, or rotating signs, and banners and pennants with visible moving parts or movement achieved by wind, electric, electronic, or other means, are prohibited, except the manual changing of channel letters or numbers and hands of analog clocks.
