- No building or structure shall be erected, converted, enlarged, reconstructed, moved or structurally altered, except for the purpose permitted in the district in which the building or land is located.

- Every building hereafter erected or structurally altered shall be located on a lot as herein defined and in no case shall there be more than one main building on one lot unless otherwise provided in this Ordinance.
- Outdoor advertising structures designed to mechanically, or electronically change messages periodically, flash, modulate in lighting intensity by means of internal illumination, light-emitting diodes commonly known as Changeable Electronic Variable Message Sign (CEVMS) or any similar form of message delivery method are prohibited within the sign code application area.
- It shall be unlawful to commence or to proceed with the erection, placing, construction, conversion, alteration, enlargement, extension, raising or moving of any building or structure, or of any portion thereof, without first having applied in writing to the Zoning Administrator for a building permit to do so and a building permit having been granted therefor.
- No sign shall be erected on a parking area except as approved by the City Council (Special Use Permit context).
