In all other sign overlay districts, any sign display or device allowed under this section may contain any otherwise lawful political or noncommercial message that does not direct attention to a business operated for profit, or to a commodity or service for sale, and that complies with the size, height and lighting requirements of this section.
  • Any sign placed within the right-of-way of a roadway with the permission and approval of the roadway authority.
  • Any nonilluminated project information sign not exceeding 64 square feet in area and 12 feet in height and removed upon building occupancy.
