Sign Plan & Submission Notes for Portland
- No permit shall be issued for any individual sign requiring a permit unless and until a Master Signage Plan or Common Signage Plan for the zone lot has been submitted to and approved by the Zoning Administrator.
- A Master Signage Plan is required for any zone lot where the owner proposes to erect one or more signs requiring a permit, unless the lot is included in a Common Signage Plan.

- A Master or Common Signage Plan must include an accurate plot plan, site features, computations of maximum total sign area/individual sign area/height/number of freestanding signs, and the proposed location of each present and future sign (permit and non-permit types, except incidental and signs not regulated), plus owner/applicant identification.
- A Master or Common Signage Plan must be signed by all owners or their authorized agents and shall be included with and processed simultaneously with any required development plan, site plan, planned unit development plan, or other official city plan for the proposed development.
- When a Master or Common Signage Plan is filed for property with existing signs, the plan must include a schedule to bring all nonconforming signs into conformance within three (3) years.
- After approval of a Master or Common Signage Plan, no sign may be erected, placed, painted, or maintained except in conformance with the plan; if there is a conflict between the plan and the ordinance, the ordinance controls.
- Prior to issuance of a permanent sign permit involving changes and/or additions for signs existing as of November 4, 2002, a Master or Common Signage Plan must be submitted.
- If a business ceases to operate and a new firm wishes to occupy the building or space, a new Master or Common Signage Plan is required.
- No sign permit of any kind will be issued for an existing or proposed sign unless the sign is consistent with the ordinance in every respect and with the Master or Common Signage Plan in effect for the property.
