- No person shall affix a sign or bill to any public building, property or thing belonging to the city or to any other public entity without the approval of that authority.
- No person shall affix a sign or bill to any private property without having first obtained the written permission of the owner or agent.

- It shall be unlawful for any person to erect or substantially alter any billboard or commercial sign without obtaining the proper permit from the building official, unless specifically exempted.
- It shall be unlawful for any sign contractor to do or have done any construction or repair of any sign or billboard for which a permit is required without first obtaining a license to do so from the city.
- No pole, post or standard used to support any sign or floodlight shall be set in or upon any sidewalk, street or other public property.
- No sign shall be erected, maintained or painted upon any tree, rock or other natural feature.
